Senate Confirms Project 2025 Co-Author Russell Vought as Trump’s Budget Chief

The US Senate has confirmed Russell Vought as Director of the Office of Management and Budget (OMB), solidifying his role in overseeing the $6.75 trillion federal budget under President Donald Trump’s administration.

Vought, a key figure in Trump’s economic strategy, was confirmed with a 53-47 vote, receiving unanimous support from Republican senators despite vocal opposition from Democrats, who staged an all-night protest session in an attempt to derail his confirmation.

His appointment has been highly controversial, largely due to his central role in Project 2025, a policy blueprint outlining conservative priorities for Trump’s second term.

Project 2025: The Conservative Roadmap for Trump's Second Term

Project 2025 was developed by the Heritage Foundation, a leading right-wing think tank, and serves as a policy agenda for a second Trump administration.

Vought, who wrote a key chapter on the executive office of the president, played a major role in shaping these proposals.

His influence on Trump’s governance strategy extends beyond Project 2025, as he previously served as Trump’s OMB director during his first administration and later became the Republican National Committee's 2024 platform policy director.

With his return to OMB, Vought will now execute budgetary policies that align with Trump’s conservative vision. Democrats’ Fierce Opposition: "Most Dangerous Nominee" Democratic senators vehemently opposed Vought’s confirmation, arguing that his policies threaten key government programs and further politicize federal agencies.

During their overnight session, Senate Minority Leader Chuck Schumer warned of Vought’s radical approach, describing him as: “The most extreme nominee with the most dangerous agenda.”

Similarly, Senator Elizabeth Warren accused Vought of being the architect of last week’s government shutdown, stating: “Russ Vought was the puppet master behind the funding shut down that threw this country into chaos.”

Despite Democratic resistance, the Republican majority ensured Vought’s confirmation, marking another victory for Trump’s efforts to reshape the federal government.

Trump’s Budget Agenda: A Shift Toward Fiscal Conservatism

Vought’s confirmation signals a drastic shift in federal spending priorities, with Trump already implementing controversial budgetary decisions, including:

His appointment is expected to accelerate Trump’s aggressive budget-cutting measures, with Republicans praising his leadership. Utah Senator Mike Lee celebrated Vought’s confirmation on social media, posting

“If you like what you’ve been seeing from President Trump and DOGE, get ready, because Russ Vought is going to be a lean, mean, budget-cutting machine leading OMB.”

What’s Next for the Federal Budget?

With Vought at the helm of OMB, the coming months will likely see sweeping changes in federal funding, government programs, and agency structures. His leadership will determine the implementation of Project 2025’s policy framework, setting the stage for significant budget reductions, deregulation, and executive control over key agencies.

The political battle over federal spending is far from over, as Democrats prepare to fight back against Trump’s economic policies, vowing to challenge budget cuts that impact social programs, environmental protections, and civil service protections.
